SimCity Project Analysis Report

Analysis Report – West Weburg

When we began playing SimCity, our city, West Weburg, was in shambles. Our environment, land value, safety, traffic and fiscal policy were all awful. We have managed to nearly balance the budget, as well as fixing our environment somewhat. We are most proud of our land value and health aspects of the city. The mayor of our city, Lil' Spankey has expressed his gratitude for our efforts, and, if given the chance, we would love to continue to improve our city further. We have found that putting a city back together isn't as easy as it seems. Sometimes you have to compromise a little of one aspect to benefit another greatly. We have enjoyed being given the chance to play SimCity and would love to show you the changes we were able to make to our city, as detailed in this report.


Fiscal Policy
The fiscal policy that we had initially laid down, in short, did not work very well. Some of the initial ideas worked (i.e- widening roads, increasing some funding, etc...) but the majority did not. However, we did not know the source of our money problems, and did not really plan for some of our bigger plans. The one of the real sources of our money problems turned out to be that we had to many schools, hospitals, etc. Once we figured that out, we demolished the unnecessary buildings. After we did that, we cut our spending by almost $10,000. The other main problem of our city was that the demand for growth was simply not there. So, in order to fix that, we razed thousands of dollars worth of slums and build a $20,000+ small commercial airport. This plan worked, and the demand for industry went from being nonexistent, to being highly demanded.

Once we were able to increase the demand for industry, we were able to increase the amount of money that we were able to generate by about $1000. This helped us get closer to balancing our budget. However, we are still spending over $3000 more than we are bringing in. If we had allowed the city to run for another couple of months, we believe that we could have balanced our budget.

If we were to make a new fiscal policy, I think that we would not have wasted as much money on razing buildings in the city, but on razing buildings where the industrial area was. I believe that we would have find ways to increase our land value and get the demand for residential, commercial, and industrial areas.


Environment
Our cities environment was horrible. We had so much water and air pollution it was hard for our Sims to cope with it. We had a hard time managing our pollution and trash problems. The environment advisor was always yelling at us to fix problems. When we would fix it not long after the problem would come back again but it would be harder to get rid of and more expensive to fix. We have a lot of industrial buildings which contributes to the air and water pollution.

We had numerous ideas to try to fix our environmental problems. One way is to try to switch our energy sources to cleaner ones like solar or wind. We put in many windmills and a solar power plant. We enforced the clean air act and vehicle emissions act to try to slow down air pollution. To try to fix our water pollution we put in some water treatment plants and enforced the water conservation act. To fix our trash problems we put in some recycling facilities and widened our landfills and we also funded our sanitation department.

Some of our solutions worked and some didn’t. Putting in the water treatment plants to slow down the water pollution worked. Our water pollution levels went down a little bit. Changing to cleaner sources of energy didn’t work because the windmills and solar power plants didn’t produce enough energy to power the city so we had to change back to a coal burning plant. Our Solution for trash did work for a little bit because landfills started filling up and we had to expand them again. The recycling facilities were working well to clean up the streets from recyclable items. We had mixed results from our plans to fix the environment.


Land Value
When we started playing SimCity, one of our problems was that land value was low due to lack of water and electricity to the buildings, as well as undesirable neighborhoods. Our electricity system was seriously lacking due to low funding to power plants. Our water, on the other hand, was funded well, but the pipes were simply not connected. The fact of undesirable neighborhoods came from the low funding to schools and abundance of slums throughout our city, as well as a high crime rate. The land value in our city was in dire need of our team’s help.
Our solution to the problem was to fix and fund the electrical and pipe systems in our city. Though we knew this would be high-cost, we chose to do so anyway because it was highly necessary in order to up the land value within our city. Our other solution was to improve police funding in order to fight crime and restore the crime in our city to an acceptable level. Finally, we wanted to improve land value by beautifying the city with parks, schools, improved roads, and other projects to benefit the community.

Our team predicted that once we made those changes, our city would be more appealing to potential homebuyers and future citizens. We knew the plan would be high-cost and involve other departments in our city, such as the police force, however, we were able to overlook this and see the potential for many more taxpayers who were willing to pay higher taxes in a place with higher land value.

I can say with certainty that our plan to improve land value was a success. The most important part- funding and rebuilding the electrical and pipe system, was definitely a success. This was probably the most necessary, so having be a success was definitely helpful. Our plan to fund more schools was also a success, with many schools fully funded and enrollment up significantly. We were also able to up our police force, and crime is now significantly lower. Finally, our plan to beautify the city worked out slightly. With the money we had left over after we balanced our budget we were able to add things like trees and parks, as well as remove the slums, but the city beautification section was not the main benefactor in improving land value. Overall, I would say that I am confident that I did my part to assist our city in being the best it can be.


Education
When we began playing Simcity, low education was not a problem. Our education overall was actually doing extremely well. Each day we played it increased little by little. Right now our education is at a high. There is no major problem, but we need to keep education from decreasing. Our problem is maintaining education. One mistake, even a minor mistake, could dramatically decrease our education.

In the beginning we believed that the most effective way to keep education at its steady rate was to build more schools. This was the more major solution to solving the education problem. We also planned to give more funding to schools. With more funding they would be able to support more students and afford more commodities. Another solution we wanted to try was to give buses more funding. With funding buses would be able to go farther and pick up more children. This would mean a higher percentage of educated children. They would then grow up and we would have a smarter, more educated society.

We expected that with all these changes education would stay at the high level that is was at. With more funding to schools we hoped we would gain more students. Resulting in more educated adolescents. We thought our education system would be better than before. We also believed that adding these improvements to our system would keep education from decreasing, at least for a little while. If our population increases we would repeat the process when needed.

At the end of the SimCity project education was not a problem. There was a significant change in education. So it never really impacted our city all that much. We ended up building more schools and increasing funding for education. We also removed schools that weren’t necessary or had turned into slums. Then we increased the funding for the schools that were left. Our goal was to maintain education or to raise it. In the end we achieved our goal.


Health
When we began, low health was most definitely not a problem in our city. In fact, the overall all health could not have been higher. It actually increased a bit each day we played the game. Our main problem was keeping health at its steady increase. The health may have been in the green zone at that time, but one problem could have easily sent our weak economy, along with its health, spiraling downward.

At the beginning, we decided that the most efficient solution to this problem would be to keep hospitals and other health aids running effectively. We also planned to work on crime reduction in order to keep health at its high level. Cutting back on pollution, which affects our citizens' health was another one of our plans. Our final solution was to reduce the slum areas and increase cleanliness throughout the city.We believed that by making these changes, we would be able to keep our health high.

We expected that with all of the changes our health would remain as high as it was.With less pollution and crime, we hoped there would be a reduced number in which citizens would have to go to our hospitals. Though seeing as injury and illness are inevitable, keeping hospitals running and efficient would sufficiently take care of anyone who may be in need of them. Finally, we hoped that the increase in cleanliness and lack of slums would keep our citizens healthy and happy throughout the city.

In the end, the health of our city's people stayed about the same level, increasing and decreasing slightly, but never enough to truly impact the city. We ended up being quite glad that health was and still is a minimal problem within our city. We feel that we were able to do our job quite well and that our heath was never a main problem or major benefit for our economy.


Safety
In our city, safety is very bad. The indicator bar is completely red, and declining. There are potholes littering the roads. Not just little ones, huge ones. People are falling in them, and the potholes are causing accidents. There are many slums in our city as well. This is affecting our safety level, because when some start to fall apart, the ruble may hit someone and seriously injure them. There is also a lot of crime, including murders and assaults.

One way our team plans to fix the safety problem is by fixing all of the potholes, or at least most of them. By doing so, there will be fewer accidents and fewer people getting hurt. To fix the problem with crime, we plan to put more police stations around the city and get more officers. This way they can efficiently stop crime. Another way to fix the safety issue is to get rid of the slums by demolishing them, starting with the ones that pose the most risk to the public.

Our team predicts that once we have fixed all of our problems with safety, more people will come to our city, because it will be safer. We will get more money from these people paying taxes, which can pay to repair more aspects of our city. Getting rid of slums will also help the land value increase, and we will be able to build other buildings such as hospitals and schools, and increase education and health. The increase in safety will encourage more people to move to our city.

We ended up getting rid of many slums and industrial areas that we did not need. We also added power and water to all of the buildings that were being used. Then we expanded the police and fire station so that our city could become safer. We fixed most of the potholes in our city, so not as many people were getting into accidents and getting injured. In the end safety did start to get better and the indicator bar showed that it was becoming a little less red then before.
